The investigation of your complaint against police reference: PC/7/19

To Whom It May Concern

Dear Chief Inspector Jill Horsfall

Thank you for completing the investigation of my complaint. I am the person who brought the complaint after the way the Police went about colluding with terrorists, scammers, and exploiters from the criminal elements to make me a victim. I know exactly what my complaint was about because it happened to me. However, it’s obvious that the persons who carried out the investigations need to go do a refresher course in the EYFS curriculum areas. I will be going through the report dealing with the findings and conclusions of the investigation that was concluded and attached. Without any ambiguity about my intentions and “without prejudice”, I will be challenging your decisions based on the facts that I submitted to the Investigation Officer. For your records, I have spoken to her earlier and recorded in line with the GDPR 2018. To protect me from the discrimination of the past years after the death of my mother. I noticed how everyone involved in the institutional discrimination of Mervelee Myers is fixated on the fact. Therefore, I have the www.collins.co.uk that my husband bought for me on the 15/10/2003 beside my computer for reference.

I will now blow your report findings and decisions that you claimed are base on the facts to into touch where they belong. Let me tell you that I have been accused of being dismissive of authority and just reading this crap before me telling me that I will now accept the self-fulfilling prophecy that I am dismissive of your appropriate authority to deal with my complaint. I don’t respect the Commissioner of the Metropolitan Police if s/he is going to continue this charade of the Modern Slavery thriving in the UK. Here’s why I am so adamant about taking a stance because of where I am at dealing with www.judicialombudsman.gov.uk in covering up hate crime.

I will touch briefly on your recommendations and conclusions that you determine:

  1. At this stage I am not unduly bothered about whether my complaint was upheld or whether there is a case to answer or no case to answer, depending on the type of investigation. I spoke to the Investigating Officer this morning and I am clear this was another stitch up. I recorded the conversation as hearsay can’t go to law. I asked the Police for a previous recording and they refuse to comply.
  2. Whether or not any such person’s performance is unsatisfactory under The Police Reform and Social Responsibility Act 2011. Suffice it to say I am not familiar with this ACT. But as soon as I can find some time from the way the Police and cohorts that I am now calling terrorist cells have hung me out to dry, I will do my research. The first research I was a participant in was acas.org.uk/researchpapers. I have since become known for my advocacy and participating in more research. Let me make it clear that I consider every individual involved in this sham of a report work is unsatisfactory without knowing the ACT. This is based on https://petition.parliament.uk/help#standards.   3. You are incapable of taking any actions because you have demonstrated that your grasp of the Queen’s English is not even at the level of the children in the EYFS curriculum.   4. Whether this matter should be referred to the Crown Prosecution Service (CPS). I honestly don’t give two hoots what you do from here. You are welcome to my website to find out how I am addressing the hate crime from the Police.

As stated above I am not interested in what you have to say, I am only making sure I address my concerns in writing. And by now you should grasp that I have a conversation with the Investigating Officer. Which was duly recorded to protect myself from any other forms of defamation. I have used www.ico.org.uk to access data.access@justice.gsi.gov.uk to get Subject Access Request – Data Protection Act – 117119. I have enough of the crap that brings me to where I am at in 26+ years of institutional discrimination in the UK.

You can uphold whatever matter you wish to, I don’t care. But the correspondence with the Police with be going in cyberspace in due course.

Furthermore, as I explained to the Investigating Officer this morning your Officers are all LIARS. I will say no more at this time except in saying I have a news clipping for Inspector Owen Pyle from his coverage in www.express.co.uk  after his tweet about the Notting Hill Carnival.

Let us deal with the failure you identified.

I would appreciate if you stop patronising me because this serves to exacerbate my disabilities. And you are not going to stop at reviewing the actions of those concerned. You are going to act and provide proof of the actions taken to address the imbalances.

Are you telling me that as my former employers, you are using my feedback to benefit yourself and the Police? Whilst at the same time labeling and stereotyping me as was done from 2014 after the death of my mother?

I have been made a statistic by www.hctgroup.org.uk of 1 in 5 suicides are associated with unemployment. This was what https://www.ryanclement.com/ used to groom www.peachespublications.co.uk to exploit me. And how the Police let me down when I raised concerns about verbal threats. Yet within minutes of a malicious report, they turned up at my home to section me. For your information, this discussed this morning too. I am only in this situation because of the failure of the Police to act on my concerns. Yet I am been told that the Police choose to believe Winsome Duncan who is a proven scammer, exploiter, and terrorist over me. After I provided the documentation with proof of her illegal activities.

It took me two weeks to get somewhere with http://www.actionfraud.police.uk/report-fraud-about-you because the Police acted unprofessionally and were more interested in covering their track.

I would, therefore, like to know that now that I have provided the feedback to help the Police, what are they doing to address the discrimination against me? All I am expecting is for the Police to improve their services starting with me.

I do not agree with the outcome of this investigation or it’s findings as you should have been aware of by now. But I doubt very much you understand anything I am saying. I refuse to let you waste any more of my precious time. But I am appealing to show the Police they will not get away with the levels of discrimination against me from the time they blundered when they refuse to act on my concerns. But turned up at my home to section me after a malicious report. Then lying to cover up the fact of their hate crime.

You:

  1. I have not been adequately informed about the findings of the investigation or the outcome from the report.

Arguments for Number 1: I contacted the Investigating Officer to explain the findings and she was unable to give me the information I needed for the outcome. For there to be no ambiguity of what she said, I recorded the conversation.

  1. I am in total disagreement with the findings of the investigation.

Arguments for Number 2: I spoke to the Investigating Officer and what she told me don’t make any sense whatsoever. What does she mean by saying she “believe”? I gave her the information she asked for and as I said during the recording. If she was not clear about anything, she should have gotten back to me.

  1. I disagree whether the complaint is upheld or not or whether a person has a case to answer for misconduct or gross misconduct: or whether their performance was unsatisfactory.

Arguments for Number 3: Every individual involved in this matter have a case to answer. Their performance was unsatisfactory from start to finish. As I have said to the Investigating Officer I don’t wish for anyone to be victimised. However, they need to undergo some remedial training in line with the findings that said there was a failure identified. So what the hell is the Police doing about the failure that was identified?

  1. I disagree with the Police proposals for action – or lack of them – in light of the report.

Arguments for Number 4: Pardon me if I start acting like the Mentally Unstable that Winsome Duncan labels me as. She is responsible for landing the Police in this shit. The Police should be stopping her from exploiting other vulnerable people. Instead, they are covering up her criminal activities because of their neglect of acting on my concerns.

  1. Disagree with the decision not to refer the report to the CPS.

Arguments for Number 5: Frankly I don’t give a damn. Birds of a feather stick together. But you can look out for me blogging about my experiences in due course.

(Why do you want to confuse me with additional information that’s not applicable to my case? Goes to show exactly what I have stated above. You and the Police are not fit for purpose)

Appeals received after 28 days may not be allowed unless there are exceptional circumstances. The 28th day of the appeal is 23/05/2019.

Inspector Owen Pyle is a liar

Police Godwin Perrot is a liar

The 2 Officers who visited my home on the 16/11/2018 are thugs who have no home training

The Investigating Officer needs to do EAL training

Chief Inspector – Jill Horsfall needs some training to read and understand the information presented.

18 Years of the Neighbour from Hell

I am documenting in Chronological Order in terms of the Earliest Date

Sunday 28/4/2019: Do a recording to refresh my memory about some of the events that occurred during the time I moved here in December 2000.

Saturday 27/4/2019:  The doorbell went whilst I was sat at the computer near the window. I looked outside to see a young man standing there, but I did not know him. He’d seen me, so when he pressed on the bell again, I beckoned to him it’s my bell. He indicated he wanted upstairs. He then banged on the door repeatedly before going away.

Analysis:    I was warned when I moved in by Tess about the nuisance of having the doorbell going at all hours of the day. This has been my life since I have no peace night or day as a result. As per usual because of the reason I was accommodated by Housing for Women, for a peaceful life. I ignored the matter for the past 18 years.

Friday 26/4/2019: My husband only became aware of the altercation because of something he said. So I have to let him know what Debbie said before that exacerbated my disabilities.

Thursday 25/4/2019:   I came back from shopping with my friend who was here on a visit from the USA. I noticed that the garden was grazed even worse than the first time, last year. A plant that was left after it was trimmed to the bare necessity was pushed down out of sight behind the wall. I did not see the neighbour, but for some strange reason, I notice the neighbour next door. As like last year, he was busy sweeping his garden. Therefore it clicked in my head about the first time the garden was destroyed.

I have to do something for my friend, so I got on with the job. After I decided to do a recording for my record. Number 14 was sat at his doorway at this time, but I did not say anything to him. This time he did not make the same mistake as he did the first. I was outside the premises doing the recording when Debbie Gilchrist came down the stairs and started verbally abusing me. After asking her nicely to go back upstairs and leave me alone and she refused. I let her have it and told her exactly how I am feeling. I already worked out that she and Number 14 concocted a plot, and I was not falling into it.

Analysis: I’d avoided many plots of exploitations from the time www.leyf.org.uk tampered with my data. H4W can refer to the time they contacted www.personnelconsultancy.com about the email that was sent to them by mistake, during my Employment Tribunal at https://www.gov.uk/employment-tribunal-decisions/ms-m-myers-v-london-early-years-foundation-2300047-2016 making me a victim. More about this later, because H4W has changed from when they rescued me from HOMELESSNESS.

I was still outside capturing evidence when Debbie stood at her window arguing, before coming back down to abuse me verbally again. She stood at the door blocking my entrance if I wanted to come in. Debbie Gilchrist began to make some claims which I found to be discriminatory:

  1. Refer to me as shitty
  2. Claim this was shared space
  3. She can’t get access to the bins
  4. She will teach me how to behave myself

 

Analysis:

  1. When she refuses to stop calling me shitty, I tell her she is a Dutty Gal and she began to argue along the line of me calling her Dirty Girl. So I explained the difference and told her to claim what she is due, because of her treatment to me the past 18 years.
  2. I asked why she started stopping me having access to the shared space since last year when she destroyed the garden and disrespected my husband.
  3. I informed her if she can’t access the bins is the result of the stolen good she is storing.
  4. As for teaching me to behave myself, who is she to talk? Debbie Gilchrist is the neighbour from hell for the past 18 years. I once asked H4W to put on record a complaint just in case I need to refer to it.

To avoid the triggers to my disabilities, I asked Debbie to leave me alone and go back upstairs. When she refused, I curse her, letting her know in no uncertain terms that I will not fall in her trap.

At this time my husband was not aware that there was a disagreement outside. But there were a few curious onlookers. I told her in no uncertain terms that what she is doing is provocation.

Later I was passing Number 14, where Debbie’s partner was talking to Collin. He asked if I am okay to which I replied: “yes thank you”. He has never been disrespectful to me, but he was to my husband in my absence.

Demolishing the Garden in 2018

I came home after a performance with Rye Lane Community Gospel Choir to see Debbie at her window taking photos of the garden. I said to her she could have at least leave some of the flowers for my husband to sit at the window and admire. Next door responded and I told him I was not talking to him. That’s why I know this is a premeditated plot to provoke me to act out of character. When I went indoors my husband told me he was sat at the window and Debbie looked at him and destroyed the garden. I went back out to address the matter of the disrespect to him. Since she decided that she was going to treat me that I don’t count, I told her my mind in no uncertain terms. I am a person who prefers to get matters that will impact on my disabilities off my mind so I am not affected unduly in carrying out my normal day-to-day activities. I thought the matter was resolved, but obviously, it’s not? Or Debbie wouldn’t have destroyed the garden again and giving me the lip about shared space. Waiting I am not around and rooting everything to the ground. Whilst getting Number 14 to be preying on me, gauging my reactions.

Event of Hate Crime over the Years

  1. One of her men leaned into my flat threatening my husband. Claiming he kissed his teeth at him. All he did was asked them to keep the noise down
  2. My bathroom flooded repeatedly by Debbie’s carelessness. Reasons I refused H4W running the electric pipelines through my flat up to hers.
  3. Obstructing the hallway to the entrance
  4. Throwing rubbish through her window into the back garden
  5. Starting arguments with claims she lived here before me
  6. Telling my husband to go back to Peckham where he has a flat
  7. Taking over the shared space to store materials from her Business
  8. Ringing my bell at all hours of the day and night from people who come to visit her
  9. Making noise in the flat to disturb me
  10. Installing a bell under mine causing confusion when people come to her

 

Analysis:  As can be noticed and verified from the upkeep of the environment. My husband who is passionate about the environment took care of the premises. That’s until last year when Debbie began intimidating and harassing him. The fact that the writing on the bins is mine shows that I was very much involved with caring for the shared space. So for Debbie to be behaving like this is direct discrimination because my husband is elderly and no longer able to carry out the duties he is passionate about.

In case H4W is not aware, I put on record about Ms. Debbie Gilchrist harassment, bullying and intimidation. I refuse to let anyone drive me around the bend and away from the home. I will leave when I am good and ready after completing my duty of care to my husband. In the meantime, I will not fall into any of the traps laid by anyone to trigger and exacerbate my disabilities for me to act how I have been labeled and tagged after the death of my mother.
