Sir Donald Burns Sangster was a Jamaican solicitor, politician and the second Prime Minister of Jamaica.
He served only 48 days.
He began his political career at the age of just 21 years old when he campaigned and won a seat in the St. Elizabeth Parochial Board ( Parish Council) on June 22, 1933. The youngest ever to enter politics.
-Sir Donald became a member of the House of Representatives (1949)
-Deputy Leader of the JLP (1950)
-Leader of the House from (1953 – 1955) then in 1962.
-Minister of Social Welfare from (1950 – 1953).
Minister of Finance from (1953 – 1955) when the JLP lost.
In 1962 when the JLP was returned to office he was appointed Minister of Finance, then Deputy Prime Minister.
At that point, a young Edward Seaga came on the scene and was elected Minister of Development and Culture.
That duo laid the foundations that has withstood turbulent periods of gross mismanagement under the PNP.
Sir Donald was appointed to act as Prime Minister, Minister of External Affairs and Minister of Defence in January 1965 after the illness of the Prime Minister Sir Alexander Bustamante.
Earlier, Mr. Sangster travelled extensively to many Conferences around the world to establish Jamaica as a brand in many countries.

Ceylon – 1952,
Malaysia – 1963.
He was Jamaica’s representative on the West Indies Regional Economic Committee from (1950 – 1955)
-He was Leader of Jamaica’s delegations to the Commonwealth Economic Consultative Council Conferences in 1951, 1963-1966.
-He led Jamaica’s delegation to the World Bank and International Monetary Fund (IMF) meetings in Washington (1963-1966) which saw the country becoming members.
At that time he signed a one year Standby Agreement which expired without Jamaica borrowing one dollar.
This after massive infrastructural development was taking place with the construction of New Kingston, Sandy Gully and all the gullies around Kingston.
The PNP mocked and called the JLP ” Gully Government)
He had been a Governor of the World Bank and IMF since 1963.
-Sir Donald was a member of Jamaica’s delegation to the Heads of Commonwealth Caribbean conference in

Kingston (1964)
Guyana (1965)
Barbados (1966)
-He also led Jamaica’s delegation to the Canada-Commonwealth Caribbean Countries in July 1966.
Mr. Sangster accompanied Bustamante to the Commonwealth Prime Ministers’ Conference in London in 1962 and he attended this conference as Sir Alexander’s representative in 1964.
-He attended as Acting Prime Minister, the conferences in London in 1965, Lagos in 1966.
He was a member of the Joint Committee of Parliament, which framed the Constitution for Independent Jamaica.
-He was a member of the delegation that went to England in 1962 to discuss it with the British Government.
-He advocated for the development of the second airport in Montego Bay, which now carries his name.
It was he who presided over the Independence preparations and ceremonies in the National Stadium on August 5, 1962,
He presided over the official opening of the first Independence Parliament.
He presided over the choosing of our flag and National Anthem.
He was Minister of Finance during the wave of economic growth of the 1960s that started with his first Independence Budget in 1962.
After the victory of the JLP in the General Elections on February 21, 1967, and the resignation of Sir Alexander Bustamante, he was appointed Prime Minister on February 22, 1967.
By that time Sangster was worn out.
During the victory tour of the election, he made a brief stop at his home in St. Elizabeth.
Hartley Neita, his assistant and close confidante reported a family member saying..
“… Donald stopped here for a few minutes. He was not looking himself and we tried to persuade him to return to Kingston and take a well-earned rest.” That was not to be.
Unknown except by a few close friends and associates, he was a long-standing hypertension patient, and until then it was largely undertreated. The motorcade continued.
A few days later he retired to the military bungaloo ‘Bush Cottage’ at Newcastle to work on the 1967/68 budget.
A helper found him collapsed on the bathroom floor early Saturday morning. He was rushed down the hill to his official residence at Vale Royal, then taken to a Neurology Hospital in Canada.
. He took his last breath on April 11, 1967…five days as after being Knighted Sir.
The PNP, totally unaware Sir Donald suffered from Hypertension, launched a propaganda campaign that he was poisoned by members of his own party.
